Lori Hurley, PhD, MPH, MSW, is the Director of Quality and Community Outreach at the STAR Program. She directs the activities of the field-based Medical Case Management (MCM)/Care Coordination Program, which is designed to re-engage lost-to-follow up patients living with HIV disease into consistent medical care and self-directed health promotion activities. Dr. Hurley also supervises the Status Neutral Care Coordination program, which provides care coordination services to HIV negative individuals at risk for HIV infection. She also oversees the Ryan White Part A funded Supportive Counseling (SC) Program, which provides individualized and family-focused supportive counseling services to overcome barriers and reduce the stressors to facilitate continued engagement in medical care and adherence to treatment. Dr. Hurley began her work at STAR as a behavioral health counselor. Most recently she has served as an adjunct professor at Adelphi School of Social Work, and a faculty advisor at Fordham Graduate School of Social Service, where she earned her PhD.
Shante Austin joined the STAR Program in November 2016 as a Patient Navigator. She previously interned at the Ali Forney Center as a prevention peer navigator engaging high risk and homeless LGBT individuals in care. She also worked with HIV+ clients at Gay Men of African Descent. In addition, she has conducted outreach with The New York Blood Center in their efforts to promote PrEP and end stigma in Brooklyn.
Charles Raphael Francillon, BS, joined the STAR Program in January 2019 as a Patient Navigator. He has prior experience in HIV/AIDS awareness, anti-child slavery/human trafficking advocacy, and education. Mr. Francillon most recently worked at Catholic Charities of New York as a Refugee Resettlement Associate where he helped newly arrived immigrants and refugees to attain self-sufficiency by providing employment coaching and social services assistance. Mr. Francillon has a Bachelor of Science in Communications from the State University of Haiti-UEH, and he speaks French and Haitian Creole.
Ralph Pierre, BA, joined the STAR Program in January 2022 as a Patient Navigator. Prior to joining STAR, Mr. Pierre worked for Public Health Solutions. He is excited to bring his experience and passion for diversity, equity, and inclusion (DEI) to his work with clients and coworkers alike. He holds a BA in Anthropology-Sociology from the Faculte d’Ethnologie at the Université d’État d’Haïti.
Latesha Richards, BS, joined the STAR Program’s Care Coordination team as our 7th Medical Case Management Patient Navigator in August 2017. Ms. Richards has experience working in geriatric and youth outreach programs that serve people with mental health disorders. Most recently, she worked for Visiting Nurse Service’s Manhattan Mobile Crisis, Parachute, and Geriatric Outreach Teams. She earned a Bachelor of Science degree in psychology at the College of Staten Island, and plans to pursue a master’s in social work for the geriatric population. She writes and speaks basic Mandarin.
Shanice Sherriffe, BS, joined the STAR Program in September 2018 as a Patient Navigator. She previously interned at Kingsbrook Jewish Medical Center and Pierre Toussaint Family Health Center, where she worked closely with vulnerable populations, including individuals with severe mental illnesses. She earned a Bachelor of Science in Human Services from New York City College of Technology.
